Stand in enough places, in enough charts, for long enough, that the gray face and the green hood mean something without a caption.
Ongoing. Difficulty: unclear, since the bottom is only known in hindsight and the NPC has no hindsight, only present tense.
The character is the utility. He generates content, identity, and a reason for people with three followers to have a personality on the timeline. That's the whole quest log.
He was there before the launch. He was there during the pump. He was there after everyone left. This is the only quest that matters.
Press talk. He'll say something short, flat, and occasionally accurate. Same expression either way.
